Middle East: The World Searches For An Elusive Solution

PRAGUE, July 28, 2006 (RFE/RL) -- After more than two weeks of combat, there is no letup in the fighting between Israel and Hizballah.


Day by day, the calls for an immediate cease-fire mount in European and Arab capitals.

Blair In Washington 

British Prime Minister Tony Blair's visit to Washington today to discuss the crisis in the Middle East highlights the growing divide on both sides of the Atlantic regarding the hostilities.

So far, Blair has backed the U.S. position. As President George W. Bush explained on July 27, Washington's policy is that it does not want a "fake peace." The Bush administration says a cessation of hostilities is only worth achieving if it brings long-term stability on the ground -- in other words, if Hizballah's ability to attack Israel is neutralized.

The problem is that as civilian casualties mount in Israel and in Lebanon, from where Hizballah operates, fewer and fewer people share the U.S. position.

Blair -- Bush's closest ally -- is under tremendous pressure at home to reverse his stance and stop backing Washington on this issue.

Is A Cease-Fire truly Possible? 

But it's one thing to call for an immediate cease-fire. It's another to implement it.

One commentator accused European and Arab countries this week of hitching a "moral free ride" on the Lebanon issue by criticizing the United States without having a concrete solution to offer.

Syria has indicated it would welcome high-level talks with the United States, but Washington, which considers Damascus a terrorism sponsor, is unwilling.Above all, a truce depends on the warring sides agreeing to lay down their arms. And that seems unlikely.

"We will continue with our offensive, and I want to announce that after all the time that passed and the persistence from the Israeli enemy, we reached the stage of Haifa," said Hizballah leader Hassan Nasrallah on July 25. "But now I announce that we will be entering a stage that is beyond Haifa. So, this is a new stage that the enemy has forced upon us."

"Israel is determined to carry on the fight against Hizballah," said Israeli Prime Minister Ehud Olmert a day earlier. "We'll reach out for them; we'll stop them; and we will not hesitate to take the most severe measures against those who are aiming thousands of rockets and missiles against innocent civilians for one purpose -- to kill them. This is something that we will not be able to tolerate."

Looking To Damascus, Tehran 

Many experts say no cease-fire is achievable without talking to Hizballah's two major backers, Syria and Iran.

Iran seems in no mood to negotiate. President Mahmud Ahmadinejad on July 27 said that as far as he is concerned, Israel had pressed the "self-destruct" button.

Syria has indicated it would welcome high-level talks with the United States, but Washington, which considers Damascus a terrorism sponsor, is unwilling.

Many Arab countries -- such as Egypt, Jordan, and Saudi Arabia -- appear unable to formulate a clear position.

On the one hand, popular support for Hizballah on the streets of Cairo, Amman, and Riyadh is growing. On the other hand, those countries fear Iran, and they would hate to see the Shi'ite militants emerge from this conflict victorious.

A Role For Europe? [Rise of E.U. Influence in Middle East]

While Europe continues to clamor for an immediate cease-fire, its leaders appear unwilling to commit any troops to the region to keep the peace.

Britain is already playing a major role in Iraq and Afghanistan.

U.S. troops inspect the site of the October 1983 bombing of a military barracks in Beirut (AFP)France and Germany this week ruled out sending any soldiers on a stabilization mission to southern Lebanon, in case of a truce. French President Jacques Chirac spoke out against using NATO. He said the alliance, unfortunately, is seen in the region as "the armed wing of the West."

Both the United States and France have painful memories of the last time they sent troops to Lebanon, to try to stabilize the situation, in the early 1980s. Two hundred and forty-one U.S. Marines were killed when their headquarters were bombed in Beirut in 1983. Another strike on the French multinational force headquarters killed 58 French troops. Both attacks were blamed on Hizballah militants.

So, with no way to force the warring parties to end their battle and no plan for the aftermath, the fighting goes on.

Arrested Falun Gong Protester Facing Possible Deportation...HEARING IS MAY 3

(AgapePress/AFAR) - A Chinese immigrant who faces federal charges for shouting at President Hu Jintao during the communist leader's recent visit to the White House says if convicted, she could be deported back to China. The medical doctor says she wanted to call attention to persecution in her homeland.

Dr. Wang Wenyi is a pathologist who practices medicine in New York City. But the Chinese native is also a writer for the Epoch Times, and has reported on large-scale organ harvesting being conducted from living members of the Falun Gong spiritual movement. She shares why she verbally confronted the Chinese leader and President Bush with shouted statements.

"I say something to President Bush, tell him, 'Stop the persecution of Falun Gong, the killing of practitioners,' something like that," she says, "because as a physician you consider that humanity -- it cost everything."

Dr. Wang says she used her media pass to get close enough to shout at President Hu. "People [are] dying and … at risk, and we need to really stop them [from being mistreated]," Wang says. "So that's why at the White House I just speak so loudly and ask them to stop the persecution against the Falun Gong, stop the harvest of organs from practitioners."

Wang explains that she took action even though she knew there would probably be consequences. She now faces up to six months in jail and a $5,000 fine -- and possible deportation. 

"The lawyer told me the charges were serious -- coercing, threatening, intimidating, harassing, or something -- because I have not taken the oath ceremony yet, so [I'm] not officially a citizen yet," she shares. "Then they say that [I] have a risk to be deported." She admits that "part of me is ready to be [handed over to] a foreign state."

Dr. Wang is scheduled for a hearing tomorrow (May 3).

The decision, announced by White House spokesman Scott McClellan, followed a congressional uproar over security fears that scuttled another Dubai state-owned company's plan to acquire operations at major U.S. ports.

The interagency Committee on Foreign Investments in the United States sent its confidential [???] recommendation on the Dubai takeover of Doncasters to Bush on April 13.

What About the Conflict in the Sudan, and how the Administration keeps a hands off policy due to the Chinese Interests in Oil, and says nothing while Millions of Christians in Sudan CONTINUE to be KILLED, despite the official "cease-fire" ?

What About the Conflict in CHAD, that Neighbors Sudan, where Members of the Administration have ties to Oil Companies that are Exploiting those resources, while doing NOTHING about the Persecution by Islamists against Christians in CHAD ?

THIS kind of stuff has been going on since Day 1 of this administration (though the previous ones were no better).

RULES THIS ADMINISTRATION SEEMS to be following:

1. Whatever policy decision is made, find out the Conservative point of view, then do the Opposite !

2. When the administration then implements ANTI-Conservative principles, That is to be called "Conservative"

3. Any member of the administration can make any statement, but don't confuse that with real policy. 

4. It shall be the policy of this administration to turn the USA in the newest THIRD WORLD NATION.

5. The process of turning the USA into a THIRD WORLD NATION must be done by someone who falsely calls himself conservative, so that too many people will stay asleep.

6. The Borders of the USA are to be dissolved. The reason is that - ACCORDING TO THIS ADMINISTRATION - the USA is Nothing special. It has no Unique Heritage, no unique Principles, No Unique Founding Fathers, No Unique Founding Documents. The American Borders  - and Individual Americans with their God-Given Rights - are standing in the way of Greater Profits by Multi-national, Foreign, and INternational Corporations. 

If the American people can be forced to give up their borders, their language, their culture, their rights, the heritage, and their sovereignty, then the whole world will be happy when managed by Kofi Annan, the UN, and the Managers of the E.U. 

7. Always invoke "Freedom", but be sure that everything you do Results in the TRAMPLING of rights of Average Americans. 

8. Wherever you have a chance, Degrade Human Rights, and Be sure and call those who care about the Borders

"Vigilantes".

9. If anything is done about the Borders, Be sure that those steps can be DELAYED, so that all of the NAFTA, CAFTA, HAFTA, FTAA and all of the Other Agreements can be signed, so that goods (and more slaves) can be brought into the country. 

10. If you Really intend to harm the American People, be sure and put an American Face as you can, such as a friendly-sounding TONY SNOW. That will help the people FEEL Emotionally Reassured (as they see their own country disapearing in front of their eyes)

11. When the rights of the American People disapear, then the USA will be ruled by Mexican and Canadian Judges who operate under Treaty Law that only garantees the Rights of Corporations Not People 

12. The First steps to SELF RULE is an INFORMED ELECTORATE.  BY THE TIME MOST PEOPLE WAKE UP, IT DOES NOT MEAN That the progress of Globalists is only beginning. It means that it is almost over. The hour is far later than you may think it is. 

13. The few Globalists who are kind to people are not wanted. Only GLOBALISTS who treat people like Cattle are those that are offered promotion. This is necessary to the proper functioning of Slave Societies. Slave Owners cannot be "empathetic" with slaves. That would be bad for...."globalist morale".

14. The First plan was to turn China into a Slave Labor Plant for the Rest of the World. Thanks to Most of these same corporations, that was accomplished. 

15. The Plan currently is to Gut the United States and then turn the USA into another Slave Society for the New China....its kind of a role reversal...the US people will be the slaves, and the Communist Bosses will be the new Class of Property owners.

16. Why would the Administration keep helping Islamic Societies ? Maybe because those Islamic Societies are going to adopt Human Rights, true Democracy, or the U.S. Constitution as the basis for their rights [which we only wish for]  ???

- No, Because many leaders within some Islamic Societies seem to Hate their own people, treat them like cattle, deny them their rights, keep them in ignorance, refuse to teach them how to read, keep them in squalor, steal their wealth and have a Winner-Take-All for the MONARCHS, the KINGS, who rule over the people who are Kept in Ignorance. 

17. Take Control of the U.S. and try to run it like a private real estate club. Kick everyone off their land, bring in Squatters to keep them busy fighting, subvert the economy, destroy the wealth, and impose dictatorial laws, that will only apply to the people who are nice, hardworking, average people. Oh, and be sure and start surveillance on everyone at all times. 3000 Americans died in the towers, so Now - "of course" - that means that THREE HUNDRED MILLION AMERICANS "need" to loose their rights, so that government can Oppress us some more. 

18: Many Elites have yet to find a Nation that they could Not Oppress: That Used to be the USA, but most people do not seem to care much, and they are much too comfortable to actually make sacrifices and start fighting for Freedom.

Most people in the world have NO IDEA, how much the American People STILL continue to protect them and their rights, by restraining the power of these Multinational Corporations, and their plans for Evil OUTSIDE of the Borders of the USA. When that disappears, and America (USA) disappears into the New North American Community

Islam's Man of Peace: Prince Charles to plead Islam's cause to Bush

UK - Telegraph - Oct 29/05 - The Prince of Wales will try to persuade George W Bush and Americans of the merits of Islam this week because he thinks the United States has been too intolerant [???] of the religion since September 11.

The Prince, who leaves on Tuesday for an eight-day tour of the US, has voiced private concerns over America's "confrontational" approach to Muslim countries and its failure to appreciate Islam's strengths.

The Prince raised his concerns when he met senior Muslims in London in November 2001. The gathering took place just two months after the attacks on New York and Washington.

MELBOURNE, AUSTRALIA (ANS) - Mar 20/06 - On Monday 26 January 2004Afghanistan's President Hamid Karzai signed the new Afghanistan Constitution into law. While many rejoiced and hailed the document as a great leap forward, most religious liberty monitors and advocates despaired.

ALGERIA SAYS SEVERE NEW PENALTIES FOR "PROSELYTISING" BY ANYONE NOT MOSLEM

Moslems afraid their religion cannot withstand intellectual scrutiny & free discussion

MELBOURNE, AUSTRALIA (ANS) -Mar 24/06- ALGERIA - A presidential order that establishes new conditions for the exercise of non-Muslim religious practice was passed in the Algerian Ummah council (Senate) on Monday 13 March, and in the Algerian National Assembly (Parliament) on 15 March. As a presidential order, the text would not have even been open to debate. 

An article entitled "New sanctions concerning the illegal exercise of religious worship – Evangelicals under high surveillance", was published on 14 March in the Algerian newspaper 'Actualite' (Link 1) 
In this article, writer Hamid Saidani laments, "The form chosen for the promulgation of this law closes the door to any debate on this subject which is extremely sensitive because it touches on a principle established by the fundamental law of the land, which is the freedom of worship and of conscience. The content of this legislative framework would certainly have been greatly benefited if the discussion had been allowed." 

Saidani reports that the order, classified as No 06-03 and dated 28 February 2006, puts forward a number of arguments which call for the strengthening of the law regarding religious activities that could be considered as "missions of proselytising". 

According to Saidani the penal aspects of the text are, between a 2 and 5 year prison term and a fine of 50 to 100 million centimes (this amounts to approx. US$7,000 to US$14,000 (1 Algerian dinar = 100 centimes)) for anyone who "incites, constrains or uses seductive means seeking to convert a Muslim to another religion (...), or who produces, stores or distributes printed documents or audio-visual formats or any other format or means which seeks to shake the faith of a Muslim." 

Saidani concludes: "It is certain that this legislation seeks to block proselytizing missions and missionaries led notably by American evangelical churches in certain regions of the country, however it remains vital that the texts be clear and explicit, and this so that the way will not be opened for the violation of individual and collective liberties established by the laws of the Republic which would be swallowed up by a revival of the demons of inquisition."

Arabic News reports that the new law "is an attempt to withstand the Christianizing campaign which had witnessed a notable activity recently especially in al-Qabayel area east of the country." (Link 2) 

Arabic News also adds, "The law also bans practicing any religion 'except Islam' 'outside buildings allocated for that, and links specialized buildings aimed at practice of religion by a prior licensing.'

"One official at the ministry of religious affairs said that the aim of the law is basically to 'ban religious activity, and secret religious campaigns.'

"The Christian community constitutes the largest religious minority in the country. This community accounts for the time being to less than 11,000 after it was hundreds of thousands before Algeria's independence in 1962 including 110 priests and 170 monks distributed all over Algerian lands." 

President Bouteflika's aggressive move against "missions of proselytising" is very surprising considering that as recently as December 2005 Algeria's Minister of Religious Affairs, Bouabdellah Ghamallah, told Al-Khabar newspaper that reports of increasing proselytisation of Algeria's Muslims were groundless. AMNESTY COMES INTO EFFECT: ISLAMISTS RELEASED

In September 2005 Algerians voted overwhelmingly, through a referendum, to grant amnesty to Islamist fighters imprisoned during Algeria's civil conflict, in exchange for peace. The amnesty, part of President Bouteflika's Charter for Peace and National Reconciliation, was approved by the government in February 2006, and the first wave of the 2,629 prisoners began to be released on 4 March. According to Cherif Quazani, some 10,000 condemned Islamists will eventually be released. Quazani writes (12 March) that it is inevitable that such a release of 10,000 prisoners who are "Islamists by nature" is cause for some apprehension. Quazani comments that no one can be sure that any of these Islamists have repented. He believes they view their release as a victory, adding that they left prison shouting "Allahou Akbar". (Link 4)

Critics fear that President Bouteflika's Charter for Peace and National Reconciliation seeks to whitewash years of suffering and that releasing Islamic extremists and allowing them home from exile could plant the seeds for future violence. As noted in a WEA RL Prayer bulletin of Sept 2005, genuine long-lasting peace will require a comprehensive restorative justice program as distinct from punitive or retributive justice. This would require the government follow up the amnesty with a truth commission that involves jihadists and security forces, and a comprehensive national 
reconciliation program. Without these any peace will only be temporary as the sores will simply fester. 

But of course the issue is even bigger even than this. In December 1991 Algeria's Islamic Salvation Front (FIS) surged towards power heading for an absolute majority through democratic elections only to be stopped in its tracks by the military. The second round of voting was canceled and when the FIS was declared illegal January 1992 its partisans fled en masse to the mountains. The most radical element then began its activities as the GIA (Groupes armes islamiques, Armed Islamic Groups) and the more moderate element acted under the name MAI (Mouvement arme islamique, Armed Islamic Movement). What followed was a decade of civil conflict and horrific Islamic terrorism costing more than 150,000 lives. 

However, Algeria's imprisoned Islamists would no doubt have been watching democracy in action in Iraq, Iran, Egypt, Lebanon and the Palestinian Territories and feeling quite encouraged. Regional politics has changed a lot since 1991.

It is one thing to surrender weapons and renounce violence, but quite another to surrender aims and renounce ideology. With democracy proving so effective at empowering and legitimising Islamists, even militant Islamists, maybe renouncing violence is not such a compromise. It may after all only prove to be a change of strategy, not a change of direction – Islamists simply need ride a different vehicle to power. 

GRASSROOTS: ISLAMIST RADICALS MOVING TO CONTROL MOSQUES

Hassan Moali wrote an article (20 February) entitled, "Islamist parties want to take hold of the mosques – The aggressions against Imams multiply", in which he alleges that Islamists are intimidating the imams not associated with their cause, infiltrating the religious associations of the mosques, and issuing threats by anonymous letters and even physical aggressions. Hassan Moali claims that 20 percent of Algeria's 15,000 mosques are subject to threats and aggression from what he calls "the apostles of 'la religion partisane'". According to Moali, Islamists murdered at least ten imams in 2005, and that some were killed in their mosques in front of their congregations. Moali also asserts that courageous imams who refuse to preach the Islamist message are made the objects of devastating smear campaigns. 

Moali notes that on average fourteen million Algerians would attend Friday prayer. And knowing the important role of the imam, it is easy to imagine what an appetite Islamist parties would have to control such a powerful reserve of political militant potential. 

Hassan Moali names The Movement of Society for Peace (MSP: formerly Hamas) as being in the forefront of this conspiracy, adding that MSP president Bouguerra Soltani recently affirmed that his party aims to seize power in 2012. 

"POLITICAL REHABILITATION"

President Bouteflika's Charter for Peace and National Reconciliation provides for the "banning of all exercise of political activity, whatever form it may take, by those responsible for the exploitation of our religion." This provision basically bans political activity by those who have committed terrorist acts. (Link 6) 

Regardless of this, some very senior militant Islamists are seeking "political rehabilitation". Ali Benhadj, deputy leader of the FIS is one (Link 7), and Abdelhak Layada, one of the founding leaders of Algeria's Islamic Armed Group (GIA), is another. (Link 8)

The GIA has sought not only to create an Islamist state but to rid Algeria of Jews and Christians. According to the Terrorism Knowledge Database htp://www.tkb.org/ ten percent of all GIA [islamic] attacks have been directed at religious targets. On 23 October 1994 GIA shot dead two Spanish nuns leaving a chapel in Algiers. In December 1994 GIA militants killed four Catholic priests of the Order of White Fathers, in a machine-gun attack at their mission in Tizi-Ouzou. GIA then faxed news organisations claiming that the killings were part of their campaign of "annihilation and physical liquidation of Christian crusaders". 

On 3 September 1995 GIA killed two more nuns in Algiers. Then on 10 November 1995 GIA shot two nuns (one fatally) of the Little Sisters Sacred Heart as they left their home in the Kouba district of Algiers. In May 1996 GIA claimed responsibility for the kidnap, murder and beheading of seven French Trappist monks from a monastery in Medea. On 1 August 1996 a GIA bomb exploded in the home of the bishop in Oran, killing him and his driver. The Bishop had just returned from a ceremony commemorating the deaths of the seven monks a year earlier.

Abdelhak Layada was released from his prison cell on Monday 13 March. He commented on President Abdelaziz Bouteflika's Charter to Asharq Alawsat newspaper saying, "It is a significant positive step towards achieving peace but it is incomplete because it closes the door of political participation in front of us." Layada indicated he would consider returning to politics in the future. He expressed his belief that the GIA and the FIS are the key to resolving Algeria's conflict. 

In the meantime, Layada has said he will co-operate with the government to achieve peace. He is offering to mediate between the government and the [islamic] militants still at large. A questions opens up before us though, particularly in the light of the government's about-face concerning "missions of proselytism", and the new measures against them. To what extent has the amnesty been a quid pro quo deal – is the government going to have to co-operate with Islamist ? Or maybe there has not been any quid pro quo deal – perhaps President Bouteflika knowing the nature of the Islamists he is releasing is just removing a 'provocation'. Whatever the reason for these new measures, the Church in Algeria is about to face a whole new level of persecution.

Churches and Islamic Institutions Emphasize Importance of Religious Freedom

BERLIN (ANS) - Mar 23/06 -Abdul Rahman faces a possible death sentence for apostasy. He became a Christian 16 years ago while working with a Christian relief agency in Pakistan and lived in Germany for nine years.

After his conversion his wife divorced him. Because he could not obtain immigration status in the European Union he was deported to Afghanistan in 2002. When he tried to regain custody for his 13- and 14-year old daughters, he was arrested for apostasy [against Islam]. 

This is regarded as a crime punishable by death under the Islamic Sharia law, which is part of the Afghan constitution. Rahman refused to recant his Christian faith in court. 

The threat of a death sentence for a conversion has caused grave concern and outrage in Germany. Chancellor Angela Merkel got in touch by telephone with the Afghan President Hamid Karsai. Merkel and foreign minister Frank-Walter Steinmeier reminded Afghan leaders of their obligation to protect religious freedom. 

Representatives of the political opposition in Berlin have indicated that Germany could withdraw financial and military support from Afghanistan, should Rahman be sentenced to death. This view was echoed by a leading expert on human rights for the Christian Democratic Union in the German Parliament, Hermann Groehe. 

A “terrorist rule of law against Afghan Christians” would not be tolerated and would undermine any German support, Groehe told the evangelical news agency “idea”. He is a member of the council of the Protestant Churches in Germany. 

The Protestant leader Bishop Wolfgang Huber emphasized that there could be no human rights without religious freedom. And this included the right to change one’s religious affiliation. It was unacceptable that converts should be threatened with the death sentence. 

The chairman of the religious liberty commission of the German Evangelical Alliance, Paul C. Murdoch, regretted the “medieval” path pursued by the democratic government of Afghanistan. He called attention to the fact that it is “almost common practice” in many Islamic countries to “lynch” apostates. 

The director of a relief agency working in Afghanistan, who preferred to remain anonymous, told idea that the majority of the Afghan citizens worry that a death sentence could jeopardize the democratization process. 

The leaders of the main Islamic organizations in Germany have also condemned the threat of a death sentence against Rahman. The Central Islam Institute expressed the view that according to the Quran (Koran) there should be no coercion in matters of faith. There are approximately [read:officially] 3.5 million Muslims in Germany. 

MUSLIM MEN, WOMEN ATTACK CHURCH IN PAKISTAN

ISLAMABAD, PAKISTAN (ANS) - Feb 4/06 - Muslim men and women attacked yet another church in Pakistan in village Kanwanlit, some 3 kilometers from Daska, a sub district of Sailkot, at 10:00 am on Friday, February 3.

Some of the attackers smashed doors, window and the altar of the church. They also desecrated the Bible and hymn books in the church. The mob reportedly spat on the Bible and hymn books after trampling them upon their feet.

When local Christian residents of the area tried to stop them from desecrating the church the attackers asked accompanying Muslim women “to teach them a lesson”. A scuffled started between Christian and Muslim women. The armed Muslim men kept Christian men at gun point, foiling their effort to come to the rescue of the Christian women.

The Muslim women inflicted torture on the Christian women. Two Christian women, Verro and Salima, sustained critical injuries. Verro’s two legs were broken by the Muslim women. The village falls in the control of Daska Saddar Police Station but the police only appeared at the scene of incident after Muslim residents of the village were done with the job of ransacking, and desecrating the church.

Earlier, on November 13, churches in Sangla Hill, a tehsil (administrative division) of Nankana Sahib, were attacked. The recent incident highlights the precarious situation Pakistani Christians are faced with. More attacks on Churches in Pakistan are feared following printing and reprinting of caricatures of the Prophet Muhammad by European newspapers. 

Islamic Honor Killing: Man arrested for slaying four daughters in Pakistan

MULTAN: A man Saturday allegedly killed his four daughters by slitting their throats while they slept in their home in eastern Pakistan, after the eldest married a man of her choice, police said. 

"The man came to a police station to court arrest after killing his four daughters Saturday," senior police officer Mukhtar Iqbal Tikka told. 

Nazeer Ahmed, who worked as a labourer near Burewala, some 110 kilometres (68 miles) east of Multan, had resented his eldest daughter's love marriage and killed the three others, fearing they might follow her, Tikka said. 

Ahmed apparently told police his eldest daughter Muqadas Bibi, 25, had married a man of her choice against his wishes and her act had tarnished the family's honour so he plotted to kill her and his other daughters. 

While she was asleep with her sisters Bano Bibi, 12, Sumera Bibi, 8, and Humera, 6, he allegedly cut their throats with a sharp knife, Tikka said. 

About 4,000 people, mostly women, have been killed in hardcore islamic rural areas of Pakistan in recent years in the name of protecting family honour.

CHRISTIAN UNION AT BRITISH UNIVERSITY BANNED, ACCOUNTS FROZEN

BIRMINGHAM, ENGLAND (ANS) - Jan 25, 2006 - A Christian organization on the campus of a university in Britain's second largest city can no longer use meeting facilities for its gatherings. Its finances have also been frozen.

Birmingham University's Christian Union has been banned from using Student Union Guild rooms and facilities, and has had its bank accounts frozen by Guild authorities after refusing to make politically-correct changes to their charitable constitution on religious grounds.

According to a press release issued on behalf of the Students Union and obtained by ANS, the Students Union at Birmingham University wanted to impose one of their own leaders onto the CU executive, open membership to people of all faiths and beliefs and instructed the Christian fellowship to change its constitution from "men and women" to "people" to make it more inclusive for transsexual/transgender persons to become members.

The release says that when members of the CU tried to book rooms with the Guild after the summer break for normal CU activities, they were told the Guild couldn't accommodate them because the CU was involved in too many evangelistic activities.

It states: "Then, when Christians in Sport (whose high profile supporters include Olympic Gold Medallists Jonathan Edwards) attempted to book a room in the CU's name, the Guild insisted on checking the CU's constitution. The Guild objected to many clauses, even though the constitution has been consistent for many years, and its polices are not a new issue for the Guild. The CU has been operating at Birmingham University for the past 76 years, and currently has well over a hundred people attending the CU's meetings."

Andy Weatherley, CU staff worker in Birmingham, said: "The Guild insists our constitution must be amended to include 'mandatory clauses', insisting more control and more intrusion by the Guild and open membership to those who would not call themselves Christians.

"As a Christian Union, we restrict membership to only those people who profess faith in Jesus Christ, [and that leadership positions are also restricted to the same criteria and the beliefs outlined in the University and College's Christian Fellowship Doctrinal Basis].

"It is a fundamental right of any organization to be able to include in its membership only those who abide by the ethos and focus of the organization. We believe this to be true for all organizations within the Student Union, not just religious or ethnic ones. We are not a special interest group there to attract people with similar interest but a Union of Christians.

Weatherley added: "Whilst our meetings are open to all people, believers and unbelievers when it comes to being a voting member or leader of the Christian Union we feel it is perfectly respectable to restrict access to people who call themselves Christians."

The Vice Chancellors' report "Extremism and intolerance on Campus," advises Universities "some clubs of societies to have restricted eligibility, say on religious or nationality grounds. Otherwise, it could be open to a group hostile to the club or society to join and take it over in a way that would be quite wrong. But we urge care in this area."

The release states that despite the CU agreeing to consider some re-drafting of their constitution and to offer a re-draft to the Guild at their mid-January meeting, the CU were suspended from booking rooms for a week-long Christian Awareness event at the end of January named "Truth."

It adds that the Guild has de-recognized the Christian Union and frozen its bank account, including money donated by the public and churches to be used for Christian work in the university. The "Truth" week will only now go ahead because of the good grace offered by the university allowing the CU to place a marquee on a central location on campus.

Birmingham Christian Union has instructed solicitors, who have advised the Guild that unless funds are returned, and a democratic way forward can be found, they have been instructed to issue court proceeds against them.

Birmingham University Christian Union is affiliated to UCCF (Universities Christian College Fellowship), which has over 77 years experience of working with Christians at universities and colleges of higher and further education throughout the UK.

Pod Bhogal, its communications director said: "In all our years of working with hundreds of Higher Education establishments, this action by Birmingham's Guild is unique. We support the Birmingham CU 100 per cent and will back them in standing up for their rights, and the democratic rights of every student grouping in the university to be able to constitute themselves and to peruse any lawful aims and objectives in a free society. We would not dream of telling a Muslim student group how to elect their leaders or who could or could not become a member, that's entirely a matter to them, based on their own faith principles, the same applies to a CU."
