FCC Extends 'Truth-In-Billing' Guidelines

WASHINGTON -AP- Mar 10/05 -  Regulators on Thursday voted to extend "truth-in-billing" guidelines to cell phone bills in hopes it would lead to clearer, shorter statements devoid of confusing add-on fees.
 

All five federal communications commissioners gave their support to the measure that requires cell phone bills to be "brief, clear, non-misleading and in plain language." The guidelines already cover bills for traditional phone service.

The FCC said that it was misleading to suggest that any line item fees in addition to the base rate charged for cell phone service were due to taxes or government-mandated charges.

Such charges must be folded into the base rate so consumers have more accurate comparison of costs when shopping for cell phone service, said FCC chairman Michael Powell, who presided over his last commission meeting.

But the two Democratic commissioners opposed a part of the measure that they said would pre-empt state regulations covering similar billing issues.

"Unfortunately, from the consumer's perspective, the most tangible result of this order will likely be less oversight of consumers' bills, not more," FCC commissioner Jonathan Adelstein said.

Hollywood chip will bring digital TV to mobiles

A single processor developed by Texas Instruments will let mobile phone users watch digital television on the move

Texas Instruments (TI) announced details of a wireless chip on Thursday that will let mobile phone users watch high-definition television on their handset.

Codenamed 'Hollywood', the chip will support two emerging digital TV standards --Digital Video Broadcasting - Handheld (DVB-H), a European specification that should also be deployed in the US; and Integrated Services Digital Broadcasting - Terrestrial (ISDB-T), a similar Japanese spec.

Demographics: Youthquakes shake up gray-haired states

Mar 10/05 - Immigrants and families moving from other states are giving gray-haired Florida and Arizona a youthful makeover, according to Census estimates released today.

The states remain top retirement destinations, but they're also among a handful that are gaining school-age residents. They also have some of the highest percentage increases in the number of people younger than 25.

Florida, which had the oldest population in 1997, has dropped to fifth with a median age of 39.3.

Eastern states are losing young people to the Sun Belt and aging in the process. Maine, which became the oldest state in 2002, now has a median age of 40.6. It's followed by Vermont and West Virginia at 40.2.

Florida and Arizona show significantly higher growth in their under-25 populations than the nation as a whole

Internet use, particularly in China but across the rest of Asia as well, is exploding, making it geographically the world's largest market, altering consumer spending patterns and perhaps even the Internet's dominant language, according to an exhaustive new report on Asian online use by the New York-based market research firm eMarketer. 

By the time 2003 is out, according to the report, "Asia-Pacific Online", Internet use in China will have nearly doubled to 114 million people online. In just two more years, 250 million Chinese are expected to be accessing the Internet

British Army Doctor Confirms Findings 


A British Army doctor has confirmed that female soldiers are paying for "equal opportunities" with a much higher risk of injury than men during basic training. Writing in the Journal of the Royal Society of Medicine, Lt. Col. Ian Gemmell noted that women’s rates of injury doubled when co-ed basic training was introduced, due to differences in strength, bone mass, and stride length.
